In February 2026, Greece passed Law 5275/2026 — a comprehensive overhaul of its immigration and investment framework. Two months later, in April, the Ministry of Migration and Asylum issued Circular No. 1/2026, the first detailed operational guidance since the 2024 threshold reforms. For anyone tracking the Greek Golden Visa program, these were not minor administrative updates. They changed how permits are counted, how families apply, and how regional case officers interpret the rules.

The program itself is thriving. Greece is now one of Europe's top three residency-by-investment destinations — and with both Spain and Portugal having closed their real estate routes, it is absorbing more demand from American, Western European, and Middle Eastern buyers than at any point in its history. American approvals were up approximately 49% year-over-year through late 2025, according to Ministry of Migration data.

But the rules are more nuanced than they were two years ago. This is what the program actually looks like right now.

The 2026 threshold structure: where you buy determines everything

Since August 2024, the Golden Visa has operated on a three-zone system. Circular No. 1/2026 clarified how it applies — resolving inconsistencies that had led to different outcomes depending on where applications were filed.

Zone A · Premium
€800,000minimum · 120 m² floor
Athens, Thessaloniki, the major islands
Attica (incl. Athens Riviera), Mykonos, Santorini, Crete, Corfu, Rhodes, Zakynthos, most islands with population above 3,100. Single residential property only.
Zone B · Regional
€400,000minimum
Halkidiki, Peloponnese, the mainland
Most mainland regions and smaller islands. Strong seasonal yield potential at a substantially lower entry point.
Zone C · Conversion
€250,000minimum
Commercial-to-residential, anywhere in Greece
No size or location restriction. Conversion must be fully completed — architect sign-off and municipal approval in hand — before submission.
Important — Crete investors

Crete moved into the €800,000 zone under the 2024 reforms — a detail many guides still get wrong. The €400,000 pathway no longer applies to standard residential property in Crete. The €250,000 conversion route remains available, but supply of qualifying projects is limited and documentation requirements are substantial.

Zone C properties have no size or location restriction — meaning conversion projects in central Athens can still qualify at €250,000. But the conversion must be fully completed, with architect sign-off and municipal approval in hand, before you submit your Golden Visa application. Partially completed projects do not qualify.

What Law 5275/2026 actually changed for investors

  1. Permit validity from card issuance, not investment date. Previously, some investors found their usable five-year residency period was eroded because it was backdated to the date of investment. Law 5275/2026 fixes this — your five years run from the day the card is in your hand. A material improvement for anyone who experiences processing delays.
  2. Family reunification documentation must be submitted upfront. Certified proof of dependency, financial declarations, and health insurance coverage for each family member must now be included with the initial application — not added later. Complete files move faster; incomplete ones are rejected rather than queried.
  3. Short-term rentals on Golden Visa properties are prohibited. Properties used to qualify for the Golden Visa cannot be listed on Airbnb, Booking.com, or any short-term rental platform. This rule is actively enforced through the AADE short-term rental registry. If rental income is part of your investment thesis, you need a separate property structured for that purpose from the outset.

If income is part of the plan, you need two properties — one qualifying for the visa, one structured for rental. Conflating the two is the single most expensive mistake we see.

The investment case beyond the visa: yields by region

Greece's GDP is projected at 2.3% growth for 2026 according to the IMF, tourism revenue hit €20.5 billion in 2023 (12.3% above pre-pandemic levels), and residential prices have continued to appreciate, driven by constrained supply and sustained foreign demand. For buy-to-let investors structuring a separate income property alongside their Golden Visa holding, yields vary by location:

Gross annual rental yield by region — 2026
Range · % gross
Island tourist hotspots Mykonos, Santorini, Paros
8 – 10%
Halkidiki coastal Kassandra, Sithonia
6 – 8%
Athens central & south year-round demand
4 – 6%
Thessaloniki university + business market
4 – 5%
Regional mainland lower entry, lower returns
3 – 4%

For investors considering both markets, Cyprus's residency-by-investment program requires €300,000 minimum in new residential property from a licensed developer, plus verified annual income of at least €50,000 from sources outside Cyprus (with supplements per dependent), with permanent residency granted immediately upon approval (rather than a five-year renewable permit). The two programs serve different long-term objectives — the comparison is worth having explicitly.

The application process in 2026

Processing times have improved. End-to-end — property purchase to card in hand — is running at 3–6 months for well-prepared, complete applications. Digital Golden Visa cards were introduced in 2026, removing the requirement to physically collect a card in Greece.

Define the investment thesis first

Residency only, or yield too? If income is part of the plan, you need two properties — one qualifying for the visa, one structured for rental. This decision shapes everything that follows.

Obtain a Greek tax number (AFM)

Required before any property purchase. Obtainable remotely via power of attorney to your Greek lawyer. Allow 2–3 weeks.

Property due diligence

Title searches, planning checks, Hellenic Cadastre verification. Budget 4–6 weeks. Do not rush this step.

Purchase and transfer tax

Transfer tax is 3% of objective value for resale properties. VAT on new builds is suspended through 31 December 2026 under Law 5246/2025 — a meaningful saving on new construction completed this year.

Golden Visa application

Filed in Greece. Under Law 5275/2026, all family documentation must be complete at submission. Permit validity now runs from the date the card is issued.

The Greece Golden Visa in 2026 is a more structured and more transparent program than it was two years ago — with clearer rules, faster processing, and real opportunities at every threshold tier for investors who approach it with the right framework.
